How to capture the future
Handa City is aiming to improve the attractiveness of the city by continuing to learn and take on challenges together with citizens, businesses, and the government, as part of the city's top-level plan (comprehensive plan) for 2030.
There is an awareness of the need for a structural shift from the current urban model, which has been built on the back of population growth and a high-growth economy, to a sustainable urban model that is appropriate for the society of the future.
Since it is difficult for the government to realize such a transformation on its own, we would like to take on the challenge of building a new social model by utilizing various resources of the government and promoting co-creative transformation with external partners.

Based on the above recognition, Handa City has identified the following five themes as priority themes for this Challenge. Haneda City aims to solve issues through co-creation with partners.
Handa City would like to take the lead in creating a social model for the future and share the knowledge and experience gained from this effort with other regions.
The following five themes are the priority areas for Handa City to tackle in this challenge. (*Supplementary explanations and reference materials for each theme can be found at the bottom of this webpage)
I. Revitalization of Handa's city center
Problem
While the city is equipped with the social infrastructure necessary for daily life, the lack of activities and entertainment in the city center and the decentralization of the transportation network have resulted in a low level of engagement in the city center. (People tend to drive here, just do one or two things, and go home.) Access to transportation is also an issue in this situation. We hope to make effective use of the space under the elevated railroad tracks in conjunction with the elevated railroad project.
Direction we want to take
We are looking for a wide range of ideas for realizing a "lively walkable city" by making effective use of the space under the elevated railway tracks in the city center (we are currently planning to elevate the railroad tracks in 2028) and by creating attractions. (e.g. utilization of historical and cultural heritage, collaboration with sports and art, utilization of digital technology, community revitalization, etc.)
II. Promotion of DX in education
Challenge
Handa City has been actively promoting the use of ICT in education and reducing the burden on teachers in order to improve the quality of education. However, there is still a room for improvement in terms of understanding the individuality of each child and developing their strengths. We also want to reform the way teachers work.
Direction we want to take
We want to nurture children's creativity through the creation of "connections with society" such as encounters with artists and entrepreneurs. We also hope to provide them with learning that will increase their choices for the future by promoting students' independent learning through STEAM education.
III. "Creation of sustainable agriculture
Problem
Lack of people to take on farming due to the aging of the population is an issue. The number of farmers in the city has decreased from about 800 to about 300 over the past 10 years. We hope to pass on to the next generation the production of many agricultural crops that support the food culture of Aichi Prefecture, such as livestock, rice farming, and strawberry cultivation.
Direction we want to take
In order for farmers to become "sustainable business entities," we are looking for partners who can support (1) new business models to improve profitability of farmers (e.g., promotion of 6th industrialization) and (2) automation and efficiency improvement through the use of robots, AI, ICT, etc. in the agricultural sector to ease the physical and mental burden. IV. Realization of next-generation park management
Problem
Approximately 140 parks are located in the residential areas of the city and are used by a wide range of generations. On the other hand, there are some parks that are used infrequently, and there are concerns about their cost-effectiveness, such as administrative costs for maintenance and management operations.
Direction to aim for
We are looking for ideas that utilize art and technology (VR, AR, etc.) and ideas that enable co-creation with local residents in ways that create various values of parks (e.g. parks as places for people to relax, places for local community creation, and places to devote oneself to sports.)
V. Exploring Approaches to Realizing a Smart Sustainable City in Handa City
Direction we want to take
Handa City would like to implement initiatives in various fields to realize a Smart Sustainable City, and we would like to accept a wide range of ideas that contribute to the development of Handa City, in addition to the themes listed above. In addition to the development of Handa City, we also welcome ideas based on a broader perspective, such as ideas for the role that Handa City can play in making the Chita Peninsula a Smart Sustainable Peninsula.

What is the potential that can be tapped for the future?
Revitalization of the city center
In the city center, there is a concentration of restaurants, commercial and medical facilities, parking lots, and public facilities such as the city hall, making it possible to plan projects that involve these various facilities. Currently, the area is divided by a north-south railroad line, but plans are underway to elevate the railroad line by 2028, and there is an opportunity to incorporate the ideas of this Challenge into an urban design plan that makes effective use of the space under the elevated railway line.
Promotion of DX in education
The introduction of ICT tools in education has been progressing in the GIGA school concept, and the groundwork for ICT education is already in place with PCs provided for each student to use. Interviews with teachers and planning of demonstration experiments involving schools in the city can also be carried out through Handa City.
Creation of sustainable agriculture
Handa City is located 40 minutes away from the Chubu economic zone centered in Nagoya City and therefore has the potential to build an integrated value chain from production to distribution and consumption. In addition, as farmers are aging and the need for efficiency improvement is increasing, it is possible to involve farmers in the initiatives born from this Challenge and to consider future budgeting.
Realization of next generation park management
Handa City has both large parks with attached athletic fields and small and medium-sized parks adjacent to residential areas. Both types of parks can be utilized for this Challenge (the largest park in the area is Handa Sports Park, with an area of 26 hectares, and there are five parks larger than 5 hectares and many parks adjacent to residential areas). Exploring approaches to the realization of a Smart Sustainable City in Handa City
Handa City has the advantage of being the commercial center with the largest population in the Chita Peninsula. Also, because it is geographically located in the center of the Chita Peninsula, it is easy to collaborate with other regions, and it is possible to consider future expansion to other regions.

Players creating open data platforms that will improve the efficiency of Handa City's administration / Players with knowledge sharing platforms that will strengthen cooperation among Handa City and surrounding areas / Players with matching solutions that will connect issues with skilled personnel and investors.

We are looking for a wide range of ideas for realizing a "lively walkable city" by making effective use of the space under the elevated railway tracks in the city center (we are currently planning to elevate the railroad tracks in 2028) and by creating attractions. Development of the Handa city center (station and surrounding areas) is underway.
Theme 2: Promotion of DX in Education
Our goal is to nurture children's creativity through the creation of "connections with society" such as encounters with artists and entrepreneurs. We also hope to provide them with learning that will increase their choices for the future by promoting students' independent learning through STEAM education.
The scheme to distribute one tablet per person in elementary and junior high schools is underway, and the environment for ICT in education is being improved.
Theme 3: Creation of "Sustainable Agriculture
In order for farmers to become "sustainable business entities," we are looking for partners who can support (1) new business models to improve profitability of farmers (e.g., promotion of 6th industrialization) and (2) automation and efficiency improvement through the use of robots, AI, ICT, etc. in the agricultural sector to ease the physical and mental burden on farmers.
Due to the mild climate throughout the year, agriculture and livestock breeding thrive in Handa City, and a variety of crops are produced.
Theme 4: Realization of Next-Generation Park Management
We are looking for ideas that utilize art and technology (VR, AR, etc.) and ideas that enable co-creation with local residents in ways that create various values of parks (e.g. parks as places for people to relax, places for local community creation, and places to devote oneself to sports.)
A wide range of parks can be considered for use, from large parks to small and medium-sized parks adjacent to residential areas.

After working in the private sector and working as a city councilor, he took office in June 2021. He aims to create a city full of grit with the mindset of "always trying to find a way instead of finding reasons why we can't do something.
Yasutaka Ooki
Manager at Planning Division
He joined Handa City Hall in 1989. He has been in his current position since 2020. He has been involved in the planning and overall coordination of policies, and the promotion of public relations and information technology.
Shinpei Nomura
Officer at Planning Division
He joined the Aichi Prefectural Government in 2013 and has been assigned to Handa City since 2020. He is involved in the promotion of wide-area administrative cooperation, city promotion, and improvement of operational efficiency.
Ryo Sugiura
Officer at Planning Division
He joined Handa City Hall in 2014. He has been in his current position since 2008. He is involved in comprehensive planning and public-private partnership (PPP/PFI).
